Home-Start Co-CEOs welcome the decision to cut two-child limit Home-Start UK’s Co-CEOs, Jodie Reed and Natalie Acton, have welcomed the Government’s decision to cut the two-child limit from April 2026: “Home-Start welcomes the decision to remove the two-child limit. This is the right thing to do and was an overdue move that will lift an estimated 350,000 children – including 290,000 under the age of five – out of poverty. Along with charities and organisations working with children and their families, Home-Start has long called for this change. Last year 30% of families we supported said they were struggling with debt and finance, this is a 24% increase in the number of families who are experiencing this in just the past two years. Home-Starts work with almost 60,000 families, and staff and home-visiting volunteers see every day the damaging impact poverty has on the ability of parents to give their children the start in life they deserve.
